Why We Exist


The Federal Democratic Republic of Ethiopia, Jobs Creation Commission is established as per proclamation 1097/2018 which determines the powers and duties of the executive organs. Subsequently, the regulation 435/2018 promulgated by the council of ministers mandated the commission with the authority to lead the job creation agenda, coordinate stakeholders, monitor and evaluate performance.

The Commissioner

Ephrem T. Lemango (MD, MA)Commissioner, Jobs Creation Commission


Dr. Ephrem Tekle Lemango is the Commissioner for the Jobs Creation Commission, Federal Democratic Republic of Ethiopia. Prior to being appointed to his current role, Dr. Ephrem served as Executive Director at the International Institute for Primary Health Care; a global institute that supports African countries to strengthen their Primary Health Care system. Earlier, he was a visiting Scientist on Primary Health Care and Community Health Systems at Harvard School of Public Health. Dr. Ephrem led the Maternal Child Health and Nutrition Directorate at the Ministry of Health which drove the delivery of sound Maternal, Newborn, Child health and Nutrition (MNCH-N) programs within the primary health care set-up of Ethiopia. He has also worked in different academic and research roles at Mekelle University. Dr. Ephrem has over ten years of experience in higher education, health and, youth development including leading the design and implementation of several long-term continental and national strategies, investment cases and programs.

Dr. Ephrem earned Master of Arts degree in Health Management, Planning and Policy from the University of Leads and a Post Graduate Certificate in Medical Education from the University of Cardiff, United Kingdom. He has also obtained a Doctor of Medicine degree from Addis Ababa University.
